Stormwater from this waste site flows directly into the Kellock Run. We believe the site plan Best Management Practices (BMPs) approved by the Dauphin County Conservation District do not follow PennDOT or PA Stormwater BMPs and that the slope may be subject to rotational failure, which could harm people, property and the Kellock Run. The site plan does not address peak rates from rain exceeding the 25 year storm. This area has encountered several 100 year storms in recent years. Proper analysis and mitigation of greater stormwater flows is necessary to protect our community and the Kellock Run.
The plan calls for the removal of all the trees and to replace them with 60% invasive grasses on a benched, "no mow", weed filled slope. More than 1,100 lbs of commercial fertilizer per acre will be used on the site. The potential negative impact on the Kellock Run, its native flora and fauna and the Chesapeake Bay Watershed is disastrous.

A permit was issued by the Dauphin County Conservation District to allow a Waste Receiving Site to be constructed from 70,000 cu yds of waste fill from the Penn Dot 322/Chambers Hill project to be transported and dumped into a residential neighborhood (zoned Residential Agriculture). The contractor, J. D. Eckman, Inc. has requested that work be allowed 24 hours a day/7 days a week for nearly five years. We do not believe this industrial project should be allowed in ANY residential neighborhood. Our opinion differs from that of South Hanover Township.
The impact of an Industrial project in a Residential Neighborhood with 12,000 truck passes, earthmoving equipment, workers, inspectors and deliveries generating excessive traffic, dust, noise, exhaust and vibration will impact the Health, Safety and Well Being of residents along and near Union Deposit Road, Kellocks Run Rd, and the Fox Meadow and Ridgewood Neighborhoods, as well as visitors to our roads.
The fill from 322 Chambers Hill project has been shown to contain ARSENIC concentrations above the Federal limit. We are concerned that there has not been enough testing to determine the arsenic concentrations site wide and that the fill brought to South Hanover is below the Federal limit and below that of the naturally occurring levels at the site. We are concerned about the effects of this on our well water and in the air we breathe (dust).
The property owner has a long history of unregulated dumping and illegal burning. The DEP indicated he is operating a "residual waste processing facility" at the site. Air, soil and water contamination from these activities are unknown and testing should be mandated.
Allowing this waste site in a residential neighborhood creates a dangerous precedent in our township and will pave the way for the approval of future waste sites and other uses not compatible with residential life.
